The man that is holding the petition is asking of the men like the pattern, viewing it as a carpet meaning that the men don't really care about it or give it much thought. The men are just going to use the petition as a carpet and not look at it for what it is. This shows that the women have another setback and have to prove once again, that their rights are equally important.
